Teachers here in the U.S. have been marginalized to the point where they aren't allowed near the discussion let alone have a voice in it.

I agree. No longer do I feel free to develop creative lesson plan. I feel that I must teach as told and if I dont I am held accountable for this. When we have grade level meetings, it is called collaborative meetings. This BullSh*t. The administer tells us what should discuss and 100% of the time its review test scores and how we can teach to the test!!!
